It's trashy to trash a rhyme to trash a rhyme that's right on time it's trashy

Why is New York City so freakin' trashy? And I mean "trashy" in a bad way, as in, why is there so much garbage always lying around on the sidewalks and the streets? Is it the fault of the Sanitation Dept.? Is it the fault of us denizens? We put our trash out for pickup, like so many other millions in other cities around the nation and the world, yet somehow, half of what we put out somehow ends up on the sidewalk, rather than in the trucks. What gives?
